converting any live streaming audio to mp3

hi
i am writing a audio streaming server application where in i need to access any live radio site from the web, convert it into mp3 format and push it to the clients audio player. i have to convert to mp3 because my client player only understands mp3 format.

are there any codecs which does this conversion and if so when & how should i convert the live stream.
