AT&T Labs TPC

I’ve got a video file that it’s audio is encoded in the codec (that’s what MPC says):
0x0681 1550Hz mono 24Kbps

I tried googling it, and found out the codec name was AT&T Labs TPC.

Can you give me a link to where i can find this codec for download?

Well, I found the codec!

It was HKM4 of the Japanese TV cards manufacturer HangZhou Hikvision Digital Technology Co. Ltd.

It can be installed along with a program called WebTV, which a russian version of it can be found here:
